Issue 3 would allow for one casino each in Cincinnati, Cleveland, Columbus and Toledo.

This is the fifth time in 20 years that gambling has been up for a vote in Ohio. Citizens voted against the issue each time.

"I mean how many times do we have to turn it down for them to actually take our word for it. We don't want it," said voter Mary Hynes.

Other voters disagreed, and proponents promise 34,000 new jobs will be created if Ohio gets casinos in its four biggest cities. They further said the casinos would generate $11 billion in five years and would stop Ohio gamblers from going out-of-state to play.

"I think it will bring in work for workers and we need every bit of help we can get here," said voter Diane Spurrier.

Opponents said what sounds too good to be true, is. They argue that Issue 3 would change the state's constitution and create a monopoly for out-of-state casino developers, if they ever build.

In addition, challengers said casino operators would only pay 33 percent in taxes, a sweetheart deal they said simply isn't fair. Further, if gamblers play slot machines with cash, casinos would pay no tax on the profits.

Beyond the state issues, there are a number of levies throughout local counties bringing in voters.

"If you don't vote, then you can't complain when things don't go your way," Hynes said.
