Indonesia's Security Minister said New Zealander Tim Mackay, the president director of PT Holcim Indonesia, was among those killed, and 13 other foreigners were among those injured.
A high-powered business meeting, hosted by American business lobbyist James Castle, was being held in a restaurant inside the Marriott when the bomb exploded.
Several members of the breakfast meeting, including Mr Castle, were taken to hospital.
"He has some hearing problems, but he's essentially OK," a spokesman for CastleAsia, Mr Castle's Jakarta-based think tank, said.
It is understood a director of the huge Freeport-McMoran mine in the Indonesian province of West Papua was also at the meeting.
2UE reporter Justin Hale said police had found the bodies of "two headless, limbless people" in the restaurant of the Ritz-Carlton.
"They're saying it has all the indications of being a suicide bombing given that, in suicide bombings, including the Bali bombings, at the centre of the explosion they'll often find a headless corpse or a head or something of that description," Hale said.
